The IT Manager serves as a key leader in IT matters throughout the company. Responsibilities include developing and maintaining strategic technology plans, fostering a highly capable IT team, overseeing technology initiatives and projects, establishing technology standards and policies, managing the IT budget, procurement, and contracts, and maintaining collaborative relationships with executive leadership, managers, supervisors, and key staff.


The IT Manager reports directly to the Director of Enterprise Services.

  1. Strategic Technology Plans: Develops and maintains strategic technology plans that align with organizational needs, reflect business requirements, and identify budgetary needs. These plans ensure coherence among technology programs and accommodate changes effectively.


  2. Competent IT Staff: Ensures IT staff are highly skilled, collaborative, and adaptable. Staff members possess some cross-functional skills and quickly achieve competence in new technical requirements.


  3. Modern Technology Systems: Maintains modern technology systems that meet organizational needs, adhere to best practices, and ensure reliability, security, and resilience. Actively researches and evaluates new technology options for consideration and planning.


  4. Effective IT Policies and Standards: Establishes and upholds IT policies, procedures, and standards that facilitate alignment with organizational needs, protect IT and data, and support business requirements.


Duties



  • Demonstrates strong leadership in IT matters and establishes effective working relationships with directors, managers, and key staff.


  • Maintains communication and coordination with the IT team and other workgroups.


  • Develops and maintains strategic technology plans aligned with overall organizational needs.


  • Identifies and analyzes needs, opportunities, and emerging technology trends.


  • Manages IT staff, including setting job requirements, evaluating performance, and providing coaching and training.


  • Establishes and implements modern IT work and project management practices, including methodologies such as ITIL, ITSM, DevOps, and Agile.


  • Defines and implements IT service delivery and collaboration practices.


  • Ensures appropriate requirements gathering and user assessments for new technology.


  • Identifies, initiates, plans, and manages IT projects and initiatives.


  • Works with network, database, development, and records management staff to support various aspects of IT infrastructure and operations.


  • Establishes policies, procedures, and standards for IT security, asset management, disaster recovery, and backup.


  • Prepares specifications, conducts procurement activities, and negotiates vendor service agreements.


  • Provides strategic technical advice and guidance to organizational leadership.


  • Manages the IT operating budget effectively.


Requirements



  • Four-year degree in Computer Science, Management Information Systems, or related field.


  • Minimum of eight years of relevant experience, including at least two years managing technical IT staff.


  • ITIL Foundations and DevOps Foundations certifications required (or must be obtained within the first nine months in the position).

Health Insurance: We contribute 88% of the cost for both single and family plans through Quartz, with coverage effective 30 days from the start date. Our plan offers comprehensive coverage with no office co-pays or deductibles.


Dental: We cover 100% of the single premium and provide an equal contribution toward the family premium, effective 30 days from the start date.


Retirement System (WRS): We participate in WRS, with contributions determined annually by the State of. There is a 5-year vesting schedule for the portion.


457 Deferred Compensation and Roth IRA Plan: We offer a voluntary tax-deferred retirement plan through ICMA Retirement Corporation, along with an after-tax Roth IRA option.


Flexible Spending Account: We provide health care and dependent care flexible spending accounts for tax-free payments of qualified expenses.


Life Insurance: Employees can purchase term life insurance through the State of for themselves, their spouse, or dependents.


Short Term Disability (Income Continuation Insurance): We offer the State of Income Continuation Insurance program for local government employers, with no premium for employees in the local plan.


Long Term Disability: We provide the State of Long-Term Disability Insurance (LTDI) program at no charge, with benefits totaling 40% of the employee's salary.
